Obama opposing the surge of US troops that many experts argue helped bring stability that allowed the reconciliation process to continue.

In fairness to Biden (I know Joe but I'm not playing 'rescue' here), he saw it as federaslim and also he dropped this before he dropped out of the Democracy Party primary (in his bid for the presidential nomination).
