Simply stated, the measure, which had been condemned as “financial terrorism”, prohibits Iranian banks already sanctioned by the US in 2007 under anti-proliferation and anti-terrorism presidential executive orders 13382 and 13224, from doing business with financial institutions anywhere in the world.
